Informujemy, że ukazało się Zarządzenie Rektora nr 62/2024 z dnia 28.03.2024 r. w sprawie stwierdzenia zgodności Regulaminu Samorządu Doktorantów Uniwersytetu Wrocławskiego z ustawą – Prawo o szkolnictwie wyższym i nauce oraz Statutem Uniwersytetu Wrocławskiego. W praktyce oznacza to przyjęcie kilku ważnych zmian w Regulaminie Samorządu Doktorantów:
Zmianie ulegają terminy rozpoczęcia i zakończenia kadencji organów Samorządu. Dotychczas wszystkie kadencje trwały dwa lata i rozpoczynały się 1 września, a kończyły 31 sierpnia. Wprowadzone poprawki przesuwają rozpoczęcie się kadencji na 1 stycznia roku wyborów, a zakończenie na 31 grudnia następnego roku. Obecna kadencja Samorządu, w tym Wydziałowych Rad Doktorantów, Sejmiku Doktorantów i Rady Doktorantów, zostaje wydłużona zatem do końca roku 2024.
Wprowadzone poprawki regulują kwestię trzech nowopowstających Wydziałowych Rad Doktorantów, co związane jest ze zmianą liczby wydziałów od 1 września bieżącego roku. Dotychczasowa Wydziałowa Rada Doktorantów Wydziału Filologicznego zostanie rozwiązana 31 sierpnia 2024 r., a w jej miejsce utworzone zostaną trzy nowe Wydziałowe Rady Doktorantów: Wydziału Filologicznego, Wydziału Neofilologii i Wydziału Komunikacji Społecznych i Mediów, do których wybory przeprowadzone zostaną w terminie do 15 października 2024 r.
Zmiany dotyczą także sytuacji, w których na danym wydziale nie doszło do zawiązania się Wydziałowej Rady Doktorantów lub gdy Wydziałowa Rada Doktorantów przestała funkcjonować ze względu na niewystarczającą liczbę członków. Rada Doktorantów będzie mogła wyznaczyć koordynatora lub koordynatorkę ds. doktorantów danego wydziału. Koordynatorom będą przysługiwać kompetencje Przewodniczącego lub Przewodniczącej Wydziałowej Rady Doktorantów i Delegata lub Delegatki na Sejmik. Rada Doktorantów, po uzyskaniu opinii koordynatora lub koordynatorki, będzie mogła wskazać także m.in. przedstawicieli doktorantów do Rady Wydziału lub Rady Dyscypliny.
We would like to inform you that the Rector’s Order No. 62/2024 of 28.03.2024 concerning the compliance of the Rules and Regulations of the Doctoral Student Self-Government of the University of Wrocław with the Act—Law on Higher Education and Science and the Statute of the University of Wrocław was published. In practice, this means adopting several important changes to the Regulations of the Doctoral Student Self-Government:
The start and end dates of the cadences of the authorities of the Self-Government are changed. Previously, all cadences lasted two years, beginning on 1 September and ending on 31 August. The amendments introduced move the start of the term of office to 1 January of the election year and the end to 31 December of the following year. The current term of office of the Local Government, including the Faculty Doctoral Councils, the Doctoral Student Assembly and the Doctoral Student Council, is extended until the end of 2024.
The introduced amendments also regulate the three newly established Faculty Doctoral Student Councils, which is related to the change in the number of faculties as of 1 September this year. The existing WRD of the Faculty of Philology will be dissolved on 31 August 2024 and replaced by three WRDs: the WRD of the Faculty of Philology, the WRD of the Faculty of Neophilology and the WRD of the Faculty of Social Communication and Media for which elections will be held by 15 October 2024.
The changes also concern situations where no WRD has been formed in a faculty or the WRD has ceased functioning due to insufficient members. The Doctoral Council will be able to appoint a coordinator for Ph.D. students at a given faculty. Coordinators will have the powers of the WRD Chairperson and Delegate to the Assembly. After obtaining the coordinator’s opinion, the Doctoral Students’ Council will also be able to appoint representatives of doctoral students to the Faculty Council or the Discipline Council.
